Position Title:    Base Engineer

Position Summary:

Reporting to the Director of Maintenance, the YWG Base Engineer provides guidance and direction to the YWG Maintenance employees. This includes management of the daily operations of the base, scheduling, quality assurance activities, and asset management with an emphasis on leadership and safety.

Primary Duties & Responsibilities:


  • Oversee the day to day operations of the Winnipeg Hangar
  • Responsible to forecast upcoming work for aircraft based in Winnipeg
  • Ensuring parts are in stock for the forecasted work
  • Responsible to ensure dispatch reliability is controlled IAW MCM
  • Responsible to ensure tasks carried out by Maintenance employees are signed for on completion
  • Carry out quality assurance functions as assigned
  • Gives direction and delegates tasks to Maintenance staff to carry out inspections, repairs, replacements, and rectifications ensuring manpower is utilized efficiently
  • Ensure proper hand over of in progress work to the next shift
  • Ensures all daily operation timelines are met
  • Ensures aircraft parts and shop supplies are moved efficiently to and from Winnipeg
  • Responsible to create staff schedule
  • Responsible to make travel arrangements and accommodations for shift workers
  • Responsible for ensuring all staff are provided the appropriate training and are provided with uniforms and personal protective equipment
  • Assist with recruitment, progressive discipline, and termination of employees
  • Responsible for conducting performance reviews
  • Liaison with Vehicle Maintenance to ensure ground equipment is serviceable
  • Work with third party customers to ensure their needs are met
  • Follow all policies and procedures which will enhance and maintain operational safety and efficiency.  This includes all related roles and responsibilities regarding the Calm Air SMS Program, as outlined in the Calm Air SMS Manual, section 2.3.10
  • Ensure all incidents/accidents are reported through the safety management system
  • Other duties as assigned


  • Monitor overtime bi-weekly and report on reasons for overtime
  • Adhere to all financial internal controls
  • Assist with monitoring department manpower to ensure within budget and seek approval for replacement/increase
  • Engage in ongoing cost reduction analysis within your department

Safety & Leadership:

  • Change management leader – execute change while supporting employees through communication, listening and actioning
  • Strong leadership skills (coaching, mentoring, influencer)
  • Actively support the safety management system by following SMS processes and encouraging a safety reporting culture in your department
  • Promote occupational health and safety within your department, and participate in the development and monitoring of safety training
  • Proactively communicate hazards and SMS initiatives with your department
  • Embark on employment equity initiatives
  • Engaging with all employees to promote employment equity and encouraging employees to undertake the self-declaration survey updating as necessary
  • All levels of the organization share responsibility for human rights within the organization
  • Overseeing and promoting continuous improvement on human rights and employment equity initiatives

Managers, Supervisors and Leads – have been delegated the authority and are responsible to the Department Head to actively identify hazards and deficiencies and report through the SMS (Safety Management System) Program reporting system.  Communicate with all personnel within their respective department and other departments as required to maintain effective day to day activities.  Ensure regulatory and company standards are maintained.  Assist in the development and maintenance of company processes and procedures. (Quality Assurance activities)

Qualifications & Skills:

  • High school diploma or general education degree (GED)
  • AME applicants require M2 licence, ATR 42/72 endorsement with 3 years’ experience
  • Previous supervisory experience an asset
  • Proficient with computers (MS Office)
  • Ability to maintain effective working relationships with all levels in the Company
  • Excellent communication and organizational skills
  • Valid driver’s license and able to pass an AVOP (Airside Vehicle Operator Permit)
  • Ability to lift 75lbs
  • Must be able to obtain and maintain an Enhanced Security Clearance qualification
